A critical analysis of the Charm City Circulator

The Charm City Circulator is one of the newest mass transit services offered to the public in Baltimore City. Since January 2010, the shuttles and its two active routes have made quite an impact on the city’s transportation infrastructure, but not without problems or controversy along the way. Amidst the feedback from officials, riders and residents on everything from free usage to technical issues, there is speculation on whether the service is worth the taxpayer money which funds it.
